The following timeline may prove useful to some. It primarily focuses on events during 2016. It represents a small segment of a far larger timeline being compiled offline over the last year. I will update periodically.
The intent behind this specific timeline is to allow for an overview of events with a balanced level of detail. It is not comprehensive by design.
A Partial Timeline (Late 2015-March 2017):
- July 20 2015 – Opinion issued by OLC allowing the DOJ & FBI to refuse Inspector General access to information collected under Title III – including intercepted communications and National Security Letters.
- July 27, 2015 – Russia’s cyberattack on the DNC began only weeks after Trump announced his candidacy for President of the United States.
- September 2015 – the FBI notified the DNC that hackers had compromised “at least one DNC server.” The FBI called the DNC Help Desk.
- September/October 2015 – Fusion GPS hires Nellie Ohr, wife of DOJ Assoc. Deputy AG Bruce Ohr.
- Late 2015 – Britain’s GCHQ begins to pass intelligence on to the U.S. – CIA Director John Brennan is point man.
- November 2015 – FBI notified the DNC one of the DNC’s computers was now transmitting information to Russia.
- November 2015 – Mifsud appears to have joined London Centre of International Law Practice (LCILP).
- November/December 2015 – Papadopoulos may have joined London Centre of International Law Practice (LCILP) around the same time. Reporting is conflicted.
- November 2015-April 2016 – The FBI and NSD uses private contractors to access raw FISA information using “To” and “From” FISA-702(16) & “About” FISA-702(17) queries.
- December 18, 2015 – Papadopoulos’ interview with Natural Gas Europe. Per these sources, Papadopoulos is already employed with London Centre of International Law Practice (LCILP).
- December 2015 to Mid-February 2016 – Papadopoulos works for Ben Carson’s Campaign. No one seems to remember meeting Papadopoulos directly.
- December 2015-June 2017 – James Wolfe communicates with Reporter #1 at least five times, using his Senate email account, from 2015 to 2017. Reporter #1 is probably Devlin Barrett of the Washington Post (WSJ ’10-2/17).
- December 28 2015 – Strzok text: “You get all our oconus lures approved?” OCONUS is an acronym for Outside of the Continental United States.
- Late February 2016 – Papadopoulos more commonly acknowledged to have joined London Centre of International Law Practice (LCILP) after leaving Ben Carson’s campaign. Some reports indicate Papadopoulos joined in November 2015 – the same time as Mifsud. They reportedly never cross paths or meet until March 14, 2016.
- February 15 2016 – Tweet shows Papadopoulos in LCILP group visiting Togo ambassador in London “to discuss water management”.
- Mid/Late February 2016 – Deripaska visits U.S.
- Feb. 29 2016 – Manafort reaches out to Trump Campaign. The two sides begin talking. Manafort is under FISA Surveillance at this time.
- February/March 2016 – Trump’s securing of GOP nomination seen as probable.
- February 29-March 2 2016 – GCHQ and the NSA held/attended a 1-week RE/VR/SE Conference in London.
- Early March 2016 – Fusion approaches DNC law firm Perkins Coie about being hired to continue opposition research into the Trump Campaign.
- March 2 2016 – Carter Page meets with SDNY prosecutors on the Buryakov case – just nine days before Buryakov pleaded guilty. Page also has meeting with FBI at this time. This will be his only FBI meeting in 2016.
- March 6 2016 (+/- 1 day) – Papadopoulos learns he will be a foreign policy advisor to Trump Campaign.
- March 7-8 2016 – Papadopoulos attends LCILP conference in London: “Energy Arbitration & Dispute Resolution in the Middle East & Africa”. Not listed as a speaker.
- March 9 2016 – NSA Director Rogers becomes aware of improper access to raw FISA data.
- March 9 2016 – Lisa Page sends text referencing “HUGE f-up”.
- March 10, 2016 – the first phishing attempts were made on the Clinton Campaign. All but one message bounced back unopened.
- March 11, 2016 – a second round of more targeted emails were sent – this time to senior Clinton officials.
- March 14 2016 – Papadopoulos first meets Mifsud in Italy – approximately one week after finding out he will be joining the Trump team.
- March 14 2016 – Brennan travels to Moscow. Meets with Russia’s federal intelligence agency Federal Security Service. Putin announces the partial withdrawal of some of its military from Syria on the same day.
- March 16 2016 – Strzok text: “Our guy is talking.”
- March 19 2016 – John Podesta’s emails were hacked after Podesta clicked a link from a phishing scam.
- March 21 2016 – Carter Page & George Papadopoulos join the Trump Campaign as advisors on foreign policy.
- March 24 2016 – Papadopoulos, Mifsud, Olga Polonskaya and unknown fourth party met in a London cafe. Polonskaya is introduced as “Putin’s niece”.
- March 24 2016 – DNC Operative Alexandra Chalupa shared concerns regarding Manafort, Trump and their ties to Russia with the Ukrainian Ambassador to the U.S. Grassley would later raise concerns over this meeting in a letter to Deputy AG Rosenstein.
- March 28 2016 – Manafort hired by the Trump Campaign. FISA Surveillance on Manafort stops on or before this date.
- March 29 2016 – Chalupa briefs DNC staff on Manafort, Trump concerns.
- March 31 2016 – Papadopoulos attends D.C. “national security” meeting with Trump and other foreign policy advisors. Papadopoulos states he “had connections that could help arrange a meeting between then-candidate Trump and President Putin.” This is Papadopoulos’ only direct visit with the Trump Campaign I know of.
- Late March 2016 – FBI Agents visited the Clinton Campaign Headquarters in Brooklyn.
- Late March 2016 – Secureworks also discovered the DNC Server phishing attempts.
- Early April 2016 – Following D.C trip Papadopoulos works with Mifsud and Polonskaya to arrange a meeting between the Trump Campaign and the Russian government.
- Early April 2016 – Papadopoulos sends multiple emails to other members of the Campaign’ s foreign policy team regarding his contacts with “the Russians” and his “outreach to Russia.”
- Early April 2016 – Papadopoulos in Israel. Has lunch at Begin-Sadat Center for Strategic Studies, quoted in Jerusalem Post on Trump’s foreign policy.
- April 2016 – Brennan is shown information from Baltic State Intelligence Agency.
- April-June 2016 – Information flow from British Intelligence Agencies to CIA continues.
- April 2016 – National Security Agency (NSA) Director Rogers orders NSA compliance officer to run full audit on 702 NSA compliance.
- April 2016 – Fusion GPS hired by Perkins Coie on behalf of the DNC.
- April 8 2016 – Stirling University official circulates an email boasting of Mifsud’s international connections, including those with Russia.
- April 4-12 2016 – Ukrainian Parliamentarian Olga Bielkov has four meetings – with Samuel Charap, Liz Zentos, Michael Kimmage and David Kramer.
- April 13 2016 – Mifsud gives public lecture at Stirling University entitled “Controlled or uncontrolled migration — a fortress EU or a global response?”
- April 13 2016 – White House Meeting between Robert Mueller, Aaron Zebley (attorney for Clinton IT Justin Cooper) & Stefanie Osburn (Obama’s Exec Dir Intelligence Advisory Board).
- April 14-May 10 2016 – Papadopoulos leaves position at London Centre of International Law Practice (LCILP). Details on this are vague.
- April 18 2016 – Mike Rogers shuts down FBI/DOJ contractor access to the FISA Search System.
- April 18 2016 – The FBI discontinues private contractor access to raw FISA information.
- April ~17-18 2016 – Deripaska visits U.S. – per Otto emails.
- April 18 2016 – No Strzok/Page texts occur – or have been made public – on either April 17 or April 18 2016.
- April 18 2016 – Date DNC says they were hacked by Russia.
- April 18 2016 – Mifsud introduced Papadopoulos to Ivan Timofeev, an official at a state-sponsored think tank called Russian International Affairs Council.
- April 19 2016 – Wife of Glenn Simpson (Fusion GPS) Mary Jacoby visits White House.
- April 22 2016 – Timofeev sends Papadopoulos an email thanking him “for an extensive talk” and proposing “to meet in London or in Moscow.”
- April 25 2016 – Two WH meetings between FBI Counsel James Baker and Trisha B Anderson (FBI), Tashina Guahar( DOJ), John T Lynch (DOJ), John (Brad) Wiegmann (DOJ), Alan Rozenshtein (DOJ), Norman (Christopher) Hardee (DOJ), and Iris Lan (DOJ). DOJ attorneys Tashina Guahar, Christopher Hardee, Brad Wiegmann are FISA attorneys. Note: Meeting link now broken. Cannot locate active secondary source. Treat accordingly.
- April 26 2016 – Investigative reporter Michael Isikoff published a story on Yahoo News about Paul Manafort’s business dealings with Russian oligarch Oleg Deripaska.
- April 26 2016 – Mifsud tells Papadopoulos he’s met with high-level Russian government officials who have “dirt” on Clinton. Papadopoulos will falsely tell the FBI he learned of this information prior to joining the Trump Campaign.
- April 27 2016 – Papadopoulos emails Trump Campaign Senior Policy Advisor: “Have some interesting messages coming in from Moscow about a trip when the time is right.”
- April 27 2016 – Papadopoulos “emails a high-ranking official of the Trump Campaign “to discuss Russia’s interest in hosting Mr. Trump.”
- April 28, 2016 – DNC IT Staff detected and ultimately confirmed access to the DNC network by unauthorized users.
- April 28, 2016 – DNC CEO Amy Dacy spoke with Michael Sussmann, a DNC lawyer and partner with Perkins Coie. Sussmann contacted Shawn Henry, CSO and President of Crowdstrike Services.
- April 28, 2016 – Crowdstrike was brought in. Crowdstrike was the only entity allowed access to the DNC Servers.
- April 30 2016 – DNC IT staff reports suspected hacking on its server(s) to FBI but refuses to grant FBI access.
- April 30 2016 – Papadopoulos thanks Mifsud for his “critical help” in arranging a meeting between the Campaign and the Russian government, and remarked: ” It’ s history making if it happens.”
- April 30 2016 – Strzok text: “And now we’ve switched from the Patriot Act to a wire carrying current.”
- Late April 2016 – Clinton Campaign begins paying Fusion GPS. Steele is probably working with Fusion – at least informally.
- April/May 2016 – Fusion GPS hires Christopher Steele.
- May 2016 – Trump becomes presumptive GOP Nominee.
- May 3 2016 – Email reveals that Chalupa had been working with Yahoo News reporter Isikoff for the past several weeks.
- May 4 2016 – Papadopoulos gives his interview to the London Times. It is not well-received in London.
- May 4 2016 – The Russian MFA Connection sends an email that stated: “I have just talked to my colleagues from the MFA. The[y] are open for cooperation. One of the options is to make a meeting for you at the North America Desk, if you are in Moscow.”
- May 5 2016 – Papadopoulos has a phone call with the Campaign Supervisor, and then forwards the May 4 MFA Email to him, adding to the top of the email: “Russia updates.”
- May 9-13 2016 – FBI Counterintelligence Head Bill Priestap is in London.
- May 10 2016 – Papadopoulos meets with Australian Diplomat Alexander Downer. Papadopoulos tells Downer the “Russians had dirt on Hillary Clinton”. It is Downer who seeks out the meeting.
- May 13 2016 – Mifsud emails Papadopoulos an update of “recent conversations”.
- May 14 2016 – Papadopoulos emails the High-Ranking Campaign Official and states that the ” Russian government[] ha[s] also relayed to me that they are interested in hosting Mr. Trump.”
- May/June 2016 – Halper invites Carter Page to July 2016 Cambridge symposium regarding the upcoming election.
- May/June 2016 – Brennan creates a six-agency task force to investigate Russian Interference.
- May 19 2016 – Paul Manafort promoted to campaign chairman and chief strategist for Trump Campaign.
- May 21 2016 – Papadopoulos emails another high-ranking Campaign official, with the subject line “Request from Russia to meet Mr. Trump.”
- May 23 2016 – Nellie Ohr applies for a HAM Radio license.
- May 25 2016 – Tweet by Nagi Idris shows Papadopoulos among LCILP delegation on visit to Link Campus University in Italy. (It’s unclear whether this was a meeting in May, or a photo of the earlier meeting on March 14.)
- May 27-28 2016 – Two-day visit to Greece by President Putin. Papadopoulos may also be in Greece.
- Late May 2016 – In Greece, Papadopoulos meets President Prokopis Pavlopoulos, defence minister Panos Kammenos, foreign minister Nikos Kotzias and former prime minister Costas Karamanlis [EKA1]. Papadopoulos appears to have been in Greece at the same time as Putin.
- Early Summer (probably June) 2016 – Brennan is briefed in-person by GCHQ’s then-head, Robert Hannigan, on information in the possession of British Intelligence.
- June 2016 – Brennan passes his intelligence to the FBI. This intelligence “served as the basis for the FBI investigation”.
- June 2016 – Possible FISA Application prepared by NSD lawyers.
- June 2016 – FBI Agent Peter Strzok – and possibly DOJ’s Bruce Ohr – meet with Christopher Steel.
- June 1 2016 – Deripaska visits U.S. – lands in San Francisco.
- June 1 2016 – Papadopoulos emails the High-Ranking Campaign Official and asks about Russia.
- Mid June-Mid August 2016 – Papadopoulos pursues an “off the record” meeting between one or more Campaign representatives and “members of president putin’s office and the mfa.”
- June 9 2016 – Glenn Simpson (Fusion GPS) meets with Natalia Veselnitskaya before Trump Jr. meeting.
- June 9 2016 – Trump Tower meeting between Donald Trump Jr., Jared Kushner, Paul Manafort, Rinat Akhmetshin and Natalia Veselnitskaya.
- June 9 2016 – Glenn Simpson meets again with Natalia Veselnitskaya after Trump Jr. meeting.
- June 14 2016 – Crowdstrike produced a report on malware found on the DNC’s server during an investigation in May 2016 stating evidence suggests the malware was injected by Russians.
- June 15 2016 – Guccifer 2.0 claimed he, not Russia, hacked the DNC. As proof, Guccifer 2.0 released the full opposition report on Candidate-Trump.
- June 15 2016 – Crowdstrike provided an update stating they stand by their analysis
- June 15 2016 – GRU Operative #1 (Guccifer 2.0 – website here) widely disseminated a trove of stolen documents to the public, claiming they were DNC material.
- June 15 2016 – FBI Agent Strzok changes wording of Clinton charges from “grossly negligent” to “extremely careless”.
- June 19 2016 – Papadopoulos emailed the High-Ranking Campaign Official, with the subject line “New message from Russia” – I am willing to make the trip off the record if it’s in the interest of Mr. Trump and the campaign to meet specific people.”
- June 20 2016 – The first memo in the Steele Dossier notes: “A dossier of compromising information on Hillary Clinton has been collated by the Russian Intelligence Services.” Steele sends it to Fusion GPS via enciphered mail.
- June 2016 – Steele meets in Rome with FBI Agent from Eurasian Joint Organized Crime Squad with whom Steele had worked on FIFA Scandal.
- June 27 2016 – AG Loretta Lynch has secret meeting with Bill Clinton on tarmac.
- Late June 2016 – First draft of Trump Dossier shared w/Fusion & possibly FBI’s Strzok.
- June 30 2016 – Ukraine NABU and the FBI sign an agreement to share information regarding money laundering.
- Summer of 2016 – Steele tells Winer he had learned of disturbing information regarding possible ties between Donald Trump, his campaign and senior Russian officials.
- July 2016 – Second possible FISA Application made.
- July 1 2016 – Victoria Nuland grants permission for FBI Agent Mike Gaeta to meet with Steele in London.
- July 2 2016 – FBI Agent Strzok interviews Hillary Clinton.
- July 5 2016 – FBI Agent Gaeta meets with Steele in London – is given copy of Dossier. Nuland gave permission for Gaeta to meet with Steele.
- July 5 2016 – FBI Director Comey exonerates Clinton.
- July 5 2016 – Date that forensics indicate DNC emails were copied by an insider via USB and not hacked.
- ~July 6-7 2016 – Steele Dossier shared with State Department’s Victoria Nuland. Dossier is passed on to FBI. Paul Manafort, Carter Page, Michael Cohen, Michael Flynn and Corey Lewandowski are all listed in later memos in the Steele Dossier. Both Manafort and Page are referenced in an early undated Steele Memo (page 7). George Papadopoulos is never mentioned in any Steele memo.
- July 7-8 2016 – Carter Page visits Moscow. Gives speech titled “future of the world economy”. The following day, Page gives commencement speech at the New Economic School in Moscow
- July 8 2016 – Andrew McCabe files financial disclosure but does not disclose Democratic PAC donations to wife’s campaign.
- July 11 2016 – Page attends London symposium with Stefan Halper just three days after his July 2016 Moscow trip. Also attending the symposium are Madeleine Albright, Vin Weber and former MI6 Head Sir Richard Dearlove. Halper and Page stay in regular contact for the next 14 months. Contact between Halper and Page ends in September 2017, around the time the third and final FISA Renewal on Page is set to expire.
- July 14 2016 – Papadopoulos emails Timofeev and proposes a “meeting for August or September in the UK (London) with me and my national chairman, and maybe one other foreign policy advisor and you, members of president putin’s office and the mfa.”
- July 15 2016 – Papadopoulos sent a private Facebook message to a Facebook account identified with Timofeev.
- July 19 2016 – Trump officially becomes GOP Nominee.
- July 19 2016 – Steele Memo stating Carter Page met with met with Rosneft chief Igor Sechin and senior Kremlin official Igor Diveykin during Moscow trip.
- July 20 2016 – Papadopoulos takes part in a panel discussion at an American Jewish Committee event in Cleveland, Ohio. A news report describes him as “director of the Center for International Energy & Natural Resources Law at the London Centre of International Law Practice”. The discussion appears to have been mainly about Iran. This may be important – why is Papadopoulos suddenly back in US.
- July 21 2016 – Papadopoulos sent another private Facebook message to Timofeev.
- July 22 2016 – WikiLeaks publishes DNC emails that show an effort to prevent Bernie Sanders from winning the Democratic presidential nomination.
- July 22 2016 – Papadopoulos messaged Timofeev [Foreign Contact 2] on Facebook to ask whether Timofeev [Foreign Contact 2] knew a particular individual with extensive ties to Russian-based businesses and persons. Papadopoulos asked Timofeev [Foreign Contact 2] “[i]f you know any background of him that is noteworthy before I see him, kindly send my way.” The referenced individual is Sergei Millian.
- July 22 2016 – Australia supposedly tells FBI of Papadopoulos/Downer meeting – this is the stated point at which Papadopoulos lands on FBI’s radar. Note: Kim Strassel has reported that Downer passed the information directly to the US Embassy in London.
- ~July 23-25 2016 – Papadopoulos meets with Sergei Millian. This meeting appears nowhere in either legal document relating to the Papadopoulos case.
- July 24 2016 – Clinton Campaign manager Robbie Mook suggests Russian Government is behind release of DNC emails.
- Late July 2016 – Undated Steele Memo alleges “a well developed conspiracy of cooperation” between Trump associates and the Kremlin…recent release of internal DNC emails by WikiLeaks was undertaken in exchange for Trump sidelining Ukraine as a campaign issue.”
- July 26 2016 – Steele Memo describing extensive Russian government hacking operation.
- July 27, 2016 – Trump invokes Russia at press conference: “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing,”
- July 27 2016 – Mueller indictment says July 27 2016 was the first time Russian Intelligence Officers went after email accounts and domains belonging to Clinton’s office.
- July 30 2016 – Steele Memo alleges eight-year Russian effort to cultivate Trump. Says Kremlin worried of political fallout from DNC email hack.
- July 31 2016 – FBI opens Counterintelligence Investigation into Trump-Russia connections.
- July 31 2016 – FBI begins counter-intelligence investigation into Russia and Trump.
- Late July – Second draft of Trump Dossier shared with FBI.
- Late July/Early August 2016 – Brennan briefs Obama and three senior Obama Advisors. Brennan suggests Russia is helping Trump.
- August 1-August 15 2016 – Papadopoulos continues to communicate with Trump Campaign officials regarding a potential “off the record” meeting with Russian officials. There are probably foreign contacts made during this time but no details are disclosed in either the Mueller or FBI legal documents.
- August 2-3 2016 – Strzok travels to London to meet unknown party at Australian Embassy. Strzok likely interviews Downer – formalizing Papadopoulos’ comments after the FBI’s Counterintelligence Investigation had already begun.
- August 5 2016 – Steel Memo notes growing backlash in Kremlin to DNC Email hack and Trump support operation. Identified Kremlin spokesman Dmitry Peskov as a key figure in the DNC hack.
- August 10 2016 – Steele Memo claims Putin is generally satisfied with anti-Clinton efforts to date. Notes Kremlin support for General Flynn and Green Party Candidate Jill Stein.
- August 10 2016 – Separate Steele Memo says DNC email leaks aimed at switching Sanders voters to Trump.
- August 15 2016 – Strzok sends “insurance policy” text referencing Deputy FBI Director McCabe.
- August 15 2016 – Unknown Trump Campaign Supervisor encourages Papadopulos to make trip to Russia. On or about August 15, 2016, the Campaign Supervisor told defendant Papadopoulos that “I would encourage you” and another foreign policy advisor to the Campaign to “make the trip, if it is feasible.”
- August 2016 – After a month or more of no contact, the FBI asks Steele for all information in his possession.
- August 19 2016 – Paul Manafort “resigns” from Trump Campaign amidst reports of foreign lobbying efforts.
- August 22 2016 – Steele Memo claims payments to Manafort from former Ukrainian President Viktor Yanukovych.
- August/September 2016 – CIA Director Brennan meets with Gang of Eight suggesting Russia is helping Trump.
- August 27 2016 – Senate Minority Leader Reid sends Comey first letter.
- September 2016 – Deripaska visits U.S. – questioned by FBI in New York.
- September 2 2016 – Halper contacts Papadopoulos – offering to pay him to write a paper and inviting him to London.
- September 5 2016 – Hillary Clinton accuses Russia of interfering with U.S. election.
- September 13 2016 – Papadopoulos meets with Stefan Halper in London. Halper, who has connections to CIA & UK Intelligence, asked Papadopoulos: “George, you know about hacking the emails from Russia, right?”
- September 13 2016 – Papadopoulos had a working level meeting with a U.K. Foreign and Commonwealth Office (FCO) official in September 2016, according to two U.K. government sources. This appears to be separate from Halper meeting.
- Mid/Late September 2016 – Brennan, Clapper and Comey begin work on three Russian Interference reports.
- September 2016 – Steele and Winer meet in Washington and “discuss the information now known as the “dossier”. Winer prepares a two-page summary of the Dossier and shares it with Nuland.
- Early Fall 2016 (probably pre-FBI 10/3 Rome meeting) – Steele and Burrows (Orbis Partner) meet with Sir Richard Dearlove at the Garrick Club. Dearlove “advised Steele and Burrows to work discreetly with a top British government official to pass along information to the FBI.
- Mid-September 2016 – The FBI’s Counterintelligence Investigative Team obtains Steele’s Dossier for first time per Adam Schiff Memo.
- Mid/Late September 2016 – “Steele had a series of off-the-record meetings with a small number of US journalists. They included the New York Times, the Washington Post, Yahoo! News, the New Yorker and CNN. In mid-October he visited New York and met with reporters again.”
- Mid/Late September 2016 – Steele and Simpson meet with the Washington Post for two hours. The Post agreed to keep the meeting confidential – along with a subsequent October 2016 meeting – but would report both on February 6 2018.
- Mid/Late September 2016 – Steele meets with Michael Isikoff of Yahoo News leading to Isikoff’s September 23, 2016 article on Carter Page.
- September 22-25 2016 – Papadopoulos is in New York and meets with Ksenia Baygarova, a reporter for Russian news outlet Interfax. The interview, published September 30 describes Papadopoulos as one of Trump’s “foreign political advisors” whose opinions do “not necessarily coincide” with the candidate’s (a disclaimer included at Papadopoulos’ request).
- September 23 2016 – A Yahoo News article is published by Michael Isikoff based on leaks by Christopher Steele. The article is later used to corroborate the Steele Dossier.
- September 26 2016 – Carter Page resigns from Trump Campaign after a Trip to Moscow in July.
- September 26 2016 – DOJ’s NSD Head John Carlin files the Government’s proposed 2016 Section 702 certifications. Carlin does not disclose the FISA Abuse in his filing. Carlin has been aware of Rogers’ compliance review.
- September 27 2016 – John Carlin, head of DOJ’s NSD and involved with FISA requests, announces he is resigning. Mary McCord assumes his role.
- September 28 2016 – Comey claims decision to exonerate Clinton was not made until after her interview with FBI agents.
- September 28 2016 – Comey refuses to answer if FBI is investigating possible connections between members of the Trump campaign and Russia.
